Project Information
What is this Project about

In a multi-service multi-provider telecommunications market, telecommunication operators buy and sell resources and services in support of end-to-end service offerings. Services cross numerous management domains involving a variety of management systems, some owned by different operators. Key operational management processes (i.e. provisioning, billing, exception handling, performance management) have to be managed across these domains to ensure a seamless service is offered to the customer. This represents an integration both of management systems and of business processes.

The traditional centralisation of management decision making and control does not scale-up to the demands of such liberalised multi-service markets. New architectures are being developed (e.g. TINA) to introduce distributed and decentralised management solutions. These tend to focus on the issues related to the integration of management systems, mostly ignoring the integration of business processes.

New technologies are being developed which can support both systems and process integration. These combine the latest distributed computing platforms (e.g. CORBA) with software agent technology.

This Project will investigate the application of agent technology to the management of processes and systems across communications management domains. This will support intra- and inter-organisational business management processes, as well as facilitating customer access to such processes.


  1. To evaluate through rapid prototyping and experimentation the application of agent technology to process management across provider and communications management domains.
  2. To define a framework for the introduction of agent technology for process and systems integration.
  3. Wherever possible, to validate and contribute to emerging agent standards (e.g. FIPA - Foundation for Intelligent and Physical Agents).
  4. To produce recommendations on the maturity and suitability of agent technology to communications process management.

What are the key results of this Project?

A framework and a methodology for the extended investment analysis of telecommunication operator strategies and the corresponding specification of input, model and output requirements.

Establishment of models required for performing techno-economic and investment analyses, including capital and operational cost, variable and fixed costs, carriage layer costs, interface layer costs, market response, strategic interaction between competitors and externality effects.

Extended, quantitative investment analyses of a selected set of telecommunication operator projects, applying the approach and methodology identified and established in the Project.

Customised methodology and results applied in the Project for the use of EURESCOM Shareholders in their own corporate strategy development in their specific market environment.
