2008 Workshop Minutes

Welcome

Anastasius Gavras opened the workshop and welcomed the participants. He especially thanked the guests for their participation.

Agenda

The agenda for the workshop was presented and was agreed.

Framework agreement

During the workshop, two main topical areas were discussed. The first topical area dealt with the revision and update of administrative and operational matters concerning the study programme.

David Kennedy presented the draft updated Eurescom Study Programme framework agreement documents:

The update became necessary because the old documents contained references to the old Eurescom Shareholder Agreement which is no valid anymore. The terms and conditions of the framework agreement did not change.

The participants were asked to return comments on the Study programme Subscription Agreement and the Study Contract. The documents will be sent to all subscribers for consent.

AP-01 The representatives of the subscriber organisations shall return remarks and comments on the framework documents

Study Management Group

The Study Management Group is a body that oversees the work programme and due to historical reasons not every programme subscriber organisation is represented in it. As a result:

  • An increased load exists on the current SMG members to manage the programme, e.g. during study proposal evaluations
  • Not all opinions of the programme subscribers are considered in the evaluation or the general direction of the programme

It was proposed and agreed that every programme subscriber shall appoint a representative for the SMG.

AP-02 Eurescom shall ask all subscribers to appoint a representative for the SMG.

An explicit Terms of Reference for the SMG does not exist and shall be developed.

AP-03 Anastasius Gavras shall work with Oddvar Risnes to develop a Terms of Reference document and present it to all programme subscribers

Concerning the Intellectual Property rights handling the current regulations seem appropriate and were confirmed.

Concerning the approval process for deliverables it was noted that the quality of the approved and released deliverables could be increased if the SMG members would exercise an active role for approving deliverables. The same also applies for Eurescom staff.

AP-04 Eurescom and SMG members shall actively approve deliverables for publication.

Oddvar Risnes was confirmed as chair of the SMG.

Work Programme 2008

The second topical area during the workshop dealt with the overall mission and objectives of the programme and contained foresight presentations by Bernard Barani from the European Commission and professor Paul Müller from the University of Kaiserslautern.

The participants dealt with the revision of the study programme framework document, the so-called stimulus paper, which provides the context for the study proposals and the overall activities within the study programme.

After the presentations by the guest speakers and the current version of the outline document (stimulus paper) the participants discussed potential new topics for the new programme.

The broad topics of the programme will continue to focus on new service opportunities, convergence and interoperability, business models and, last but not least, the socio-economic dimension and political drivers.

 In particular a number of technological research drivers have been identified that should be addressed by studies in the near future. These research drivers include:

  • Convergence emphasises the need to provide varieties of differentiating services
  • Limitations of vendor service platforms
  • Limitations of reference frameworks (OSA/Parlay, Liberty Alliance, and others)
  • Need to equally serve business and individual environments
  • Intertwined network and service layers
  • Context awareness and personalisation
  • Limitations of the static characteristics of service configurations
  • Platform-independent service execution environments
  • Virtualisation of networks and computational resources
  • Understanding user behaviour
  • Semantic service platforms

A further group of issues is emerging from the currently ongoing discussion on the fundamental architecture of the future network, also termed Future Internet. A particular issue is that the future network must not make any presuppositions about how it will be used. The main characteristics should be flexibility, scalability and application neutrality. These characteristics may lead to new business models and value-chains, which the study programme aims to identify as early as possible.

AP-05 It was agreed that effort should be made to continuously update the study outline document (stimulus paper).

Finally Anastasius Gavras presented a brief overview of recent and past results of studies.

AP-06 The workshop closed with an agreement to call for study proposals in the programme 2008 as soon as possible
